This certificate is issued to regulate the display of billboards to prevent damage to the visual environment caused by advertisements displayed on a board or banner to issue any communication to the public and installed in a visible place.
The following types of advertisements are exempt from the requirement to obtain a permit.
Not an illuminated advertisement or billboard –
An advertisement for a concert the net proceeds of which are used for a charitable purpose,
An advertisement relating to a concert at the venue where the concert is held,
An advertisement relating to a religious, political or public event,
An advertisement stating “For Rent”,
An advertisement stating “For Sale”,
House name boards (the size of which shall be determined by the local authority).
A name board not exceeding 0.093 square metres in size used for business purposes.
An advertisement displayed on a vehicle used for commercial purposes indicating the nature of the business, the name, address and telephone number of the owner.
Legal Authority
These permits are issued under the Local Government Institutions By-laws Act, which regulates the Visual Environment.
Fees
A fee shall be paid as determined by the Pradeshiya Sabha from time to time and announced in the Gazette.
