Public performances are controlled by submitting a certificate to the certifying authority (the person or persons appointed by the Minister in charge of the subject of State Security) for the exhibition of any public performance in front of the public in order to ensure that the public performance is not harmful or harmful to the existence of any religious, cultural or ethnic group.
The certificate issued by the local government body for the holding of any public performance or festival, after ensuring that the health and hygiene, convenience and safety precautions of the public gathering at a place where such a public performance or festival is held are maintained, is called a “license”.

Fee
A licence fee shall be paid in such form as may be determined by the Pradeshiya Sabha from time to time.
