COUNCIL INFORMATION
In accordance with the 13th Constitutional Amendment inserted in the Constitution of the Democratic Socialist Republic of Sri Lanka in 1978, the Local Council Act No. 15 of 1987 came into being and as a result the Welimada Local Council was established on 11.05.1987. The area belonging to Welimada Divisional Secretariat Division in Badulla District of Uva Province belongs to Welimada Divisional Council jurisdiction. Welimada town is the main town of the jurisdiction and has four sub-offices namely Kappetipola, Boralanda, Thannekumbura and Dambawinna.
In terms of relative location, it is bordered by Uvaparanagama Divisional Secretariat Division to the north, Halialela and Bandarawela Divisional Secretariat Divisions to the east, and Haputale and Haldummulla Divisional Secretariat Divisions to the south. The area is 187 square kilometers. The village officer performs administrative work in 64 domains and is about 6.62% of the size of the district. In the past it consisted of 138 villages and now it consists of 268 villages. The jurisdiction claims a multi-religious and multi-cultural environment.
28 local government bodies have been established in Uva province and the Welimada local council also belongs to it. Agriculture is the major source of income for the population of the Welimada jurisdiction, which is rich in natural resources consisting of mountains, Hell, Mitiyawat and Mahanahara waterfalls. Potatoes, carrots, beans, cabbage and tomatoes are mostly cultivated as commercial crops.
According to the Local Councils Act, among the tasks assigned to the local councils are the promotion of public health, public utility services and public roads, the regularization and administration of all matters related to the protection and promotion of all facilities including the comfort, convenience and well-being of the people of the jurisdiction. Public administration by raising funds for the council through major sources of income such as assessment tax, collection of shop rent, tendering of meat and fish shops, land transfers, stamp duty, court fines, sewerage etc. , efficient and effective spending of council funds under six programs such as health services, road land and buildings, water services, other utility services and welfare services.
The local government that has gradually evolved since the time of ancient kings and is controlled by the people, providing all the facilities to the common people from birth to death, can be broadly introduced as "provincial government".
The local government, which has developed within a legal structure that has gradually evolved since the past, is fulfilling a large number of responsibilities in the modern technological, commercial, and complex society. The current local government institutions, which have been established based on the Pradeshiya Sabha Act No. 15 of 1987, empowered by the Constitution, have a large number of responsibilities assigned to them by a large number of ordinances in addition to their constituent act. Also, since the laws and regulations applicable to state institutions in general are also applicable, the fulfillment of the functions and tasks of the Pradeshiya Sabhas has become more complex. Accordingly, the Welimada Pradeshiya Sabha, which is responsible for a large number of functions and tasks that are closer and more sensitive to the public, was established on 11.05.1987.
Accordingly, the Welimada Pradeshiya Sabha is a corporation with perpetual existence and a common seal, established under the Pradeshiya Sabha Act No. 15 of 1987.
Accordingly, in terms of Section 3 of the said Act, the Welimada Pradeshiya Sabha is the local government body within the Welimada jurisdiction and is the body entrusted with the regulation, control and administration of all matters relating to public health, public utility services and public roads and generally to the protection and promotion of the comfort, convenience, welfare and all facilities of the people within this area. Accordingly, for the convenience of providing all these services, it has been divided into divisions as follows.

The Local Council Act No. 15 of 1987 governs Welimada Local Council, a local government body whose territory belongs to the Welimada Divisional Secretariat Division in Badulla District of Uva Province.
Welimada town is the main town of the jurisdiction and Welimada local council owns 04 sub-offices which are Kappetipola, Boralanda, Thannekumbura and Dambavinna. This council, which has an area of 187 square kilometers and claims a multi-religious and multicultural environment, consists of 64 gram niladhari Division and 268 Villages.
